I have the honour to acknowledge the re- ceipt of Your Excellency's letter A/2875/12 dated the 8th. instant on the subject of the proposed road and reclamation

of the foreshore at North Point and asking for information

Information as to the extent of the reclamation and as to

when and by whom it is to be carried out.

I think it will give a better insight into

the question from the point of view of the Goverment, of

which Your Excellency is a member, if I first explain the

general policy of that Goverment in the matter of reclama

tions of foreshore and the formation of main roads in con-

nection with them.

The most valuable sites for the commersial

undertakings #ith which the prosperity of the Colony is

most intimately bound up are those abutting on both shores

of the harbour. The area available for such aites is

limited and consequently every fresh development of the

business of the Colony requires this area to be artificial-

ly increased by reclamation. Unless this reclamation is

carried out on a systematic plan and in connection with

main communications giving access to it and to the land be-

hind it and with due regard to the drainage of that land

each accretion to the areas in the Colony occupied by
